how do you make a puffball dress puffy?
for my gcse textiles course i wanted to make puffball dress out of scratch but i dont know how to make the puffball part a big puff.

a lot of websites say to pin the bottom of the hem to the top..or summink like that..but i dont understand whats meant by that.

also if you find any step by step directions on how to make a puffball dress with images or even a video i would be very grateful..thanks =D
also anywhere i could download a free pattern piece would be very helpful..thank you =D
